Joining PBEM custom scenarios

I'm experiencing inconsistent (actually mostly failing) ability to play custom scenarios. In the image below it looks like the scenarios are properly installed,
but though I and my playing opponent are able to start the game invite, we are not able to join. We haven't tried Bulge to the Rhine (that open game is someone elses), but it appears that would work because it is not red. However we noted that the invitation to Road to Leningrad starts with 1v1, while in the list of games I can initiate it doesn't. We've tried renaming files with no joy. We've also noticed that a number of games we should be able to join are in red (we have them installed and the file names and version numbers are correct) Just making sure, but do all of the above scenarios go in the scenarios folder? Are any of them mods perhaps?
We've checked for folders in folders, all the stuff I can glean from reading these forums. We've even shared and installed the exact same zip files just in case there might be slight version discrepancies. I'm on an iMac and my opponent is on a PC. He's having the same problems so we don't think it's a OS issue.
