Snow melts every turn

When I crank up a random generated battle that I want to play in a winter wonderland, I type the cheat code-

setany ground_state Snowy

into the chat box (3rd icon from the left at top left of UI) and the terrain becomes white, but only for my turn, it turns green again for the enemy's turn!
Is there any way to make the ground stay snow-covered on my turn AND on the AI's turn for the entire battle?
Perhaps I've typed it in wrong?
Here are the instructions in a forum post-

Weather and terrain state are defined in the one file .. this affects the lighting, post processing, terrain, building, vegetation textures, weather, water colour etc. etc. for each potential look and there are hundreds of permutations. So if, at the start of every turn, the weather is changing as it would in a normal scenario, or being reset to the stating setup, as I suspect it is, then loss of your snow is inevitable.
So until snowy ground is actually provided as a possible random terrain state then I'm afraid its never going to stay.

But as a test .. try

terrainstate snowy

Thats what I use for testing within Unreal rather than setany though it might not work outside of the development environment.

No mate that won't work for me. Pity because it means we can't simulate dramatic winter battles in the generator unless a future update/patch fixes it (sniffle)
