I wonder about the campaign, is it basically the same series of battles with just different starting points in the war?

Yes it is.

No matter where you start the path is the same from that point on.

So for example you could start in 1939 and do Poland - Poland - Norway - Low countries - France - France and then Libya.

Or you could just start in 1941 in Libya.
