I much prefer the AI having more but weaker tanks. The player wants to feel cool. If we need to make it harder do it by reducing the player prestige or giving the AI more.

I was talking about scenario. In campaign the axis forces are likely much stronger.

This looks reasonable as then you may be able to keep the infantry on the front lines.

Opel Blitz GD 1 AD 4 Cost 24
SdKfz 251/1 GD 3 AD 2 Cost 93
SdKFz 250/1 GD 3 AD 3 Cost 134
The movement of 8, 6, 8 are OK imo - but the AD of 251 AND 250 should be at least that of Opel. AND a buff to GD of +1 might be reasonable as well (maybe only for 250/1).
Similar adjustments to allied transportations might be reasonable as well - I did not check these.

And campaign on normal level is main consideration of scenarios in it. But I do agree making them easier in stand alone mode would not hurt.

Maybe just give Axis more starting prestige? It does not effect the campaign anyway, so should be safe enough.

Well that would perhaps work - but I'd rather like to see a horde of T34 instead of IS-2s...should be hard enough for campaign anyway having 12 T34 in that scenario.
Or if youd think its too few make it 15. They are decent enough tanks and go toe-toe with the usual Pz IVs and due to the huge amount of russian arty and aircraft they should be taking Pz IVs easy for breakfast because they can attack the suppressed tanks.

I agree it would be good to see more standard units so when you do see a JS2 you think -"arggh!"

Update on air war.
All exotic super planes were toned down and Allied air power adjusted to it.
Me262 is not so great anymore and Meteor is counterpart of it.
