I would follow the timeline and focus on the major battles that are well documented...
Or different campaigns based on which part of Rome's long history you want to cover...

Then we basically share the same opinion.
My current concept—or rather, my current idea—is to create separate campaigns for several different factions, similar to the Carthage campaign I am currently working on. Each campaign will focus on a specific people and tell their story from a clear and consistent perspective.
At the same time, I would like to implement famous major battles as standalone scenarios. Many of these battles work better when presented on their own, as this allows for special conditions and a more accurate historical representation that does not always fit well into a longer campaign structure.
For Rome in particular, I am considering a modular approach: several interconnected campaigns that can be expanded over time—essentially working like DLCs in Panzer Corps. Each campaign would cover a specific phase of Roman history, while together they would form a larger, cohesive gameplay experience.

I like this idea a lot ; it seems close to what I'm trying to do with my WWIII campaigns. Each faction have stories to tell and can shine in its dedicated campaign with it's own unit roster
I'm also fan of the concept of the incoming Carthage campaign :
- Many video games about antiquity are focused about Rome ; it's interesting to play Carthage in something totally crafted around them, and even more importantly in a campaign when Rome is not the opponent... even if its shadow lurks in some of the wars planned. Carthage history is not just Hannibal Barca bullying italian peninsula until Scipio arrive, it was time time to see something else ;
- I like to have various opponents to fight in the same campaign in different "fronts" (to not say "campaign" again

), and we will apparently travel around the Western Mediterranean sea a lot !

Excellent choice of setting !
I try the last Modern Conflicts campaigns from you that I have not played yet (Ashington and the war against the machines), then I try this first version of March of the Eagles !

Test Campaign Mission 6.
Battle of Agma 238 BC (fictional).
The mercenary uprising is spreading like wildfire. In the fight for the city and the harbor, I lost two veteran units. The mercenaries are holding their position with their archers, and the wild Gallic warriors are charging forward, breaking my lines. My light Numidian cavalry is acting as firefighters, and the medium cavalry is trying to break the waves of attackers. What a carnage!

Here's the current status of the upcoming update. Editing and testing of mission 12 of 20 is complete. I'm currently working on some marker fields, as the old ones (A), (B), (C), etc., were too inconspicuous and easily overlooked. I've also added some bonus units to the campaign.

With each demonstration of your screenshots, it is evident how the interface and units of your mod are improving! Also, after taking a break from other projects, you have significantly accelerated your progress. I hope Roman Blitzkrieg is not far off.
After completing the Carthaginian campaign, I will spend some more time with the enemies of Rome before designing a Roman campaign. Rome waits, the barbarians rejoice – everything is in balance.

Campaign and Update Info
Work on the final stage of the campaign The Wrath of Carthage is nearing completion. The full campaign will be released soon together with a larger update, marking the conclusion of Hamilcar Barca’s campaign.
The Wrath of Carthage is a 20-mission campaign, playable exclusively from the Carthaginian perspective. Throughout the campaign, players will face a wide range of opponents, including Numidia, a Mercenary Rebel faction, various Iberian tribes, pirates, and finally the Greek city-states in Iberia.
The missions feature diverse objectives and scenarios, ranging from border conflicts in North Africa and internal uprisings to large-scale campaigns in Iberia and open confrontation with the Greeks. Several missions also include naval operations, such as sea battles and amphibious landings along the coast.
A wide selection of new units is introduced over the course of the campaign. A key role is played by Hamilcar Barca himself: once he appears, his survival becomes essential, adding an additional strategic challenge for the player.
In addition, new sound files, animations, and numerous smaller details have been revised and newly implemented to further enhance atmosphere, immersion, and overall gameplay.
Overall, the campaign leads the player from securing Carthaginian interests and restoring stability to the establishment of dominance in the western Mediterranean.

I think that the engine of the
Warhammer 40.000 Armageddon game which looks a lot like
Panzer Corps would be more suitable for this type of mod.

I'm afraid your forces won't be sufficient for Mission Capsa. Keep your army a bit more cohesive; I know the cavalry can be tempting to rush ahead, but the enemy will punish you immediately.I have chosen a generous number of rounds in the campaign so that even the slower units, which can only advance two hexes, can catch up, or so that players can skip a combat round and repair damaged units. I haven't been able to observe exactly how you repair your units, but to conserve prestige, it's sometimes helpful not to select elite reinforcements but simply to replenish losses. Here's a replay of mine for "March of Retribution."

This modified game engine seems just right for modern mods such as War Machines and Modern Conflicts, in my opinion.

Hello Terminator, Thanks for the suggestion.
For this project I deliberately chose Panzer Corps, as it’s one of my favorite games and its modding structure gives me the most freedom for creating campaigns and content. Additionally,…and to be honest, I don’t really know how Warhammer 40000 Armageddon modding works at all.

Here are a few comparisons that illustrate the differences between infantry and cavalry; I have divided them into different classes.Heavy infantry has the "anti-tank" class, meaning it is very effective against "tank" cavalry.
