I would follow the timeline and focus on the major battles that are well documented...
Or different campaigns based on which part of Rome's long history you want to cover...

Then we basically share the same opinion.
My current concept—or rather, my current idea—is to create separate campaigns for several different factions, similar to the Carthage campaign I am currently working on. Each campaign will focus on a specific people and tell their story from a clear and consistent perspective.
At the same time, I would like to implement famous major battles as standalone scenarios. Many of these battles work better when presented on their own, as this allows for special conditions and a more accurate historical representation that does not always fit well into a longer campaign structure.
For Rome in particular, I am considering a modular approach: several interconnected campaigns that can be expanded over time—essentially working like DLCs in Panzer Corps. Each campaign would cover a specific phase of Roman history, while together they would form a larger, cohesive gameplay experience.

I like this idea a lot ; it seems close to what I'm trying to do with my WWIII campaigns. Each faction have stories to tell and can shine in its dedicated campaign with it's own unit roster
I'm also fan of the concept of the incoming Carthage campaign :
- Many video games about antiquity are focused about Rome ; it's interesting to play Carthage in something totally crafted around them, and even more importantly in a campaign when Rome is not the opponent... even if its shadow lurks in some of the wars planned. Carthage history is not just Hannibal Barca bullying italian peninsula until Scipio arrive, it was time time to see something else ;
- I like to have various opponents to fight in the same campaign in different "fronts" (to not say "campaign" again

), and we will apparently travel around the Western Mediterranean sea a lot !

Excellent choice of setting !
I try the last Modern Conflicts campaigns from you that I have not played yet (Ashington and the war against the machines), then I try this first version of March of the Eagles !

Test Campaign Mission 6.
Battle of Agma 238 BC (fictional).
The mercenary uprising is spreading like wildfire. In the fight for the city and the harbor, I lost two veteran units. The mercenaries are holding their position with their archers, and the wild Gallic warriors are charging forward, breaking my lines. My light Numidian cavalry is acting as firefighters, and the medium cavalry is trying to break the waves of attackers. What a carnage!

The hero problem, as described in the tutorial, has also been solved, and there are awards, here level 1 "Shield of Strength".
