This is only meant symbolically; I didn't feel like flooding the map with civilians, but as a reward for the so-called liberation, there are extra prestige points. However, the person you really need to free is Commander Marcus Hale, who is sitting in the second picture from the top, on the right in the prison. If you destroy it, he will appear. There were no problems in the test.

If I replay again I will not be defeated because the commander became a ghost !? )

Nice campaign so far, but I'm so slow to play... You can take some vacations, there is enough content for me until Christmas

In the replay, I see that they did not capture all the victory fields (the airfields in the east) and that the prison where Marcus Hale is being held is still standing.

But did you leave the commander on the map and let him fight? Or did you fly him out via the EXIT field? The exit field is for the bridge builder so that when you remove him from the map, you can buy an additional unit or deploy one more aircraft. In short, the commander should be on the map at the end of the mission.
Okay, I could have added that to the victory conditions, that the commander must remain on the map. I assumed that the player would want to continue using the additional unit in combat.

Usually VIPs and rescued people immediately try to evacuate at the first opportunity )))) Yes, he flew into my hex exit )))) But I have a save where he was just rescued and will now be sent to fight hopefully he won't be killed )))))

He's not like that. However, you shouldn't burn him out, as he will play an important and decisive role in upcoming missions.

It may be that there are misunderstandings in the translation, so I can avoid this in future. According to my translation, it says: Conquer the victory fields. Move one ground unit at a time to the fields marked with (A).

Well, that's no tragedy. My missions aren't as structured as they used to be. I've planned them so that players can take more time (using CHEAT codes). The most important thing is that it's fun.
