I can't agree with this statement that they are all well-known.
When I saw this montage of photos for the first time, I recognized only two commanders - "panzergraff" Von Strachwitz from Grossdeutschland and von Oppeln-Bronikowski from 21 Panzerdivision, the rest are less known persons

2 German generals and 1 Bitish paratrooper from Normandy

Some images are missing sources and licences here which was pretty much the main point of this thread I think. Googled photos are useless without confirmed usable licence and the developers no doubt have no trouble googling for themselves if that were all they wanted. It's finding suitable photos with suitable licence that's the hard part.

In general you'll want to look for something traceable directly to rights holder like photographer, magazine, national archive etc. Just because someone uploaded some highly recognizable war photograph on their home page doesn't mean it can be used freely by anyone.

Very few licences allow free commercial use without caveats. For example, out of all the Creative Commons licences, only CC BY is likely usable here as the other types of CC prohibit changes (CC BY-ND), prohibit commercial use (CC BY-NC) or require that similar licence is used for any derivative project (CC BY-SA), meaning that Panzer Corps 2 would have to be distributed under CC BY-SA.
