If its at the point where you can charge your generals in, the time for any fancy maneuvers has already passed

(losing the free 45 isnt a huge deal and many troops, warbands cats pikes don't get it any how even when in command radii of a leader)

A general in combat also can't give the POA bonus either which makes my army feel like fluffy hamsters. I'm a veteran of many lost battles so I'm an expert on losing.

Wait what? The general only provides a POA bonus to its own unit while in close combat. While fighting, generals also give a bonus in cohesion checks to nearby units.
