I don't think the design of the maps really cause stalemates. What I don't like about the maps is the size. They are to small. Armies that were designed and were very successful at mobile tactics tend to get pushed strait off of the current maps. It is a pain in the 500pt games, but it is absolutely devastating in 400pts games. The size map per army point should be increase by at least one factor.
