You can get SE plane as reward in GC 44 west in Monte Cassino scenario for evacuating the trucks
You have to differ a bit between the "scripted" SE Units you get on certain scenarios for certain tasks completed and the randomly awarded SE Units.
The Randomly awarded SE Units are basically "Normal" Units with a little Upgrade of 1 in either Hard Attack (Tanks) Soft Attack (Infantry) or Air Attack (Fighters) even 1 more Ammo (for Soviet SE Tanks in Soviet Corps)
These Units are basically Green when they arrive and the actual Type of it is random and a bit bound to the Timeline
(eg you will not get a SE Tiger in 1940 it will be more likely a Panzer 3 or 4, but later on in 43 the chance to get a Tiger is much more likely and the chance to get one of the older Models diminishes)
These Units will basically add a Good Unit to your Core Allowance and do not count vs the Soft Cap
Then there are very few "scripted" SE Units along your several pathes and campaigns (like in Dash to the Wire from Afrika Korps or said Fighter in the GC West Cassino scenario)
These are always the same Units and same Type and given out for solving a special side Task
While the 2 Afrika Korps SE Units come in handy and can be upgraded later just as any Unit they are plain Vanilla Units with no scpecial trait beside the camouflage look and said +1 Bonus for one Category.
The Cassino Fighter is another story
While it comes in handy at the time (especially with that massive double layered hero) and might even up your SE Allowance of 5 at the time, it also comes with a twist. It is a Bf 109G and can not be upgraded.
So despite the superb +4 Att +4 Def +3 Ini Hero that comes with it, a BF 109G in 1945 becomes more and more of a liability and relegates that unit to side status duties.
I kept it with me back then for 2 reasons. I was not sure I would get another SE Unit in 45 if I disband it and was notoriously short on Prestige so its additional Prestige might cover just about the gap of upgrade of serviceable Unit to a Great Unit (like Panzer 3 to Tiger 2 or 2 Fw 190 to a Me 262). Which could either be a great deal if you get another Random SE Unit soon or a real dumb move if you go 1 Unit short the Rest of the Way.
There are a few more "scripted" SE and not all of them are really worth to keep like the 5 SE Transport Units later on which have auxiliary status anyway so they might disappear soon enough. Just disband them and cash in as long as you can
But I think the original question was how many SE Units can I collect at a certain timeline, so the very few and rare "scripted" ones do not really matter.
btw I have to add one thing
While I have never seen anything but a Fighter as a SE Air Unit on Allied Corps or US Corps, you can definitely get a Stuka or BF 110 Tactical Bomber on Afrika Korps so Air Units are not limited to Fighters here.
For all German Grand Campaigns (East or West) I can not recall getting a random SE Air Unit at all, it was always Tanks or Infantry, while on US/Allied corps it was always Fighters or Infantry. In Soviet Corps I can recall Tanks only and I think they all came with +1 Ammo but don't nail me down on that as SE Units on Soviet Corps is really seldom and i'm not even sure this may be Scripted Events. For Sealion Plus I can not help you at all, as I said I likened the Campaign and played it through but there are not a lot of things I can recall from it, besides the fact that there are many parallel Scenario pathes which can be a bit confusing sometimes
