In the Glossary the modifier is imposed if a BG comes close to any table edge. You may wish to be a little more explicit with this concept in the next version of the rules.

It is explicit. It is any table edge. This is to deter base line sitters.

I have had more than one game where a heavy infantry army opponent sat in a corner for most of the game. After re-reading the rules a number of times I had that "Eureka" moment of discovery. You are right, the "Threatened Flanks" modifier and the "Flank Marches" offer an antidote to the "corner dwellers".
