Problem is that independents seem to count as one nation. In more sparsly populated regions that can be quite far away.
Yes, I have seen something like that as well - sometimes, the objectives are placed in the "best" regions of neighbouring indie provinces, sometimes they are far off.
Although, I have seen rather far-flung objectives in other nations lands as well, which would be quite as much unreachable as those indies ... .

Indies should be excluded from the list. If you get a new objective in their region, I would need the turn before it is given.

1. How the AI decide where to spawn objectives?

I recently got an objective in Armorica and Belgica province. Since I haven't ventured into mainland Europe this isn't realistic, I might be able to snake my way there, but I won't be able to hold it unless I capture the surrounding area which will crush my CDR.. Which is already an issue with me becoming a glorious empire and there are no close by objectives to save the day..

2. Can objectives spawn in any region? subsequently can the capture of a non-objective provinces prevent an objectives generation?

For example, If don't capture some region in Italy will they eventually get an objective?
At the start one often get an objective in sicili, which is lost if one avoid it, does capturing sicili later without an objective equals missed opportunity?

The owner must be an enemy or at least with foul relationships. The region should have some interest (population, buildings). It should not be too far.

If an objective is unrealistic, wait it out and another will be given after some time.

Just to clarify, any region? Because so far it looks like I get only one objective per province.

For example starting as Rome, if I capture the initial Apulia and Picenum regions, is there any chance that I get another objective in the neighboring Umbria, Samnium or any of Etrusci regions ? (maybe I should have insulted them a little ?)
