It doesn't work.
The map you should copy to folder Scenario by this path
C:\Users\User\Documents\My Games\Panzer Corps\Scenario
If you don't have a Scenario folder, you need to create one.
Yes you can use JSME for mini-mod, or you can play without mod.

If you're playing with the mod, unit prices will be different.
The mod also changes the availability periods of some units in the purchase lists.
Also, in the mini-mod it's cheaper to reinforce experienced units,
and the prestige gained from encircling enemy units is lower as well.
For me, it's better to play this map with the mini-mod.

I see. So first install the map 2.4 as you wrote one answer before and then as you wrote here moving the two files from mini-mod!?

Yes, but not forget to save your original files somewhere, or better use JSGME for mod installing.

Now I am quite unsafe what to install. I wanted to start tomorrow against a friend and before I install one last question: I see that downloads for Easter map 2.4 are twelve and for mini-mod 37!
Isn't it necessary to install 2.4 before mini-mod 2.48?
Or can I play 2.48 stand alone? This would explain the number of downloads....

Perhaps one question to you. I posted it in the tech area, but no answers:
I have a problem in multiplayer matches. I can only see one or two
opponent moves until the screen freezes up. After the opponent turns are ready I can do my turn without problem.
Is this a problem with my hardware on my pc? My laptop works fine, although he is older than the pc.
It is no problem with your submods. It happens also with normal multiplayer scenarios.

Ok, finish infantry is easy to see. But I can't see which artillery or fighters for example are finish!?

Hi
If you click the 'show all nations' button all the available units will be shown , the Finnish units should be at the end of the sequence of units. If you are not sure if it is Finnish or not select the unit then click on purchase and then see if you can deploy the unit next to a Finnish town or airfield, until you deploy the unit on the map you haven't spent any prestige. At the start of the scenario the Finns do not appear to have any fighters to purchase.
