I don´t know why people is concerned about the tank balance in the early years. It is not that difficult, bebro could achieve that in his mod, and I am not having difficulties so far.

One way could be to make advanced units with an early version that is Nopurchase - these can be awarded as special core units or made available as auxiliary only. The later version a few months after is made purchasable.
So T34/41a can't be purchased in January 1941 though you can be assigned some as auxiliary or core units, but t34/41b which is available in October or some other later time is purchasable, and so on.
Warning - I just made this up on the spot while staring out of the window, so it might be a complete crock!
KVs and to a lesser extent T-34s are vastly more powerful than anything the Germans can bring until that point, and the IS-1s take over as soon as they come. A tank-loving general like me is going to head straight for the tanks, wasting 10k prestige in one go to get an awesome armada of 14 KV divisions. If that is how you want to play why is it a problem? The development and release of Warhammer bumped some new material for Panzer Corps to a later date.
