Yes, I think so. Because I believe we are not allowed a “free” Siege roll for our Etruscan Army II (despite our 10)? Because we ended our Operation when attacking your Roman Army I? (Trying some rules stretching here as well.

)

That was part of my reasoning on not moving farther earlier

I assumed as you took the retreating position I abandoned for "free" (not rolling a dice), you wouldn't be allowed a free Siege roll.
It would be interesting for future versions of the game to add a roll for the attacker when the defender retreats from a city, with 1-2 no moving into the hex , 11-12 allowing free siege roll? It might make retreats or bluffing an attack more consequential.

I think we can't have the free siege roll because we can't move further, we are blocked in the ZoC.
The Rules wrote:The Army may also, even after having moved, make a ‘free’ Siege attempt if it as part of a roll on the Army Movement Table was allowed to continue to attempt moving into yet another hex but instead decided to halt its movement in a hex with a Neutral or Hostile City.

Yes, I agree with you guys: Etruscans don't have that "free" Siege roll.

All armies are in Supply.
Roman Army II moves SE to Volsinii:
d10: 9
Modifiers: Army Weakened -1, Road +1, Road between friendly city +1
Total: 10 > 2(hills)
Roman Army II moves and stays at Volsinii.
Sacrifices are conducted, watch guard is doubled given the Etruscuan army proximity.
Over to Roman Army I.

Move to Vulci: Rolled 6 Continue
Army can still move, Etruscan army can intercept.

Rolled 1 for battle map type.
As Etruscan army intercepted, Etruscans are the attackers.
Battle map terrain is the terrain in attacker's hex which is Mediterranean Plain.
Armies are 1550 pts, map is wide.
I setup the battle. Password is Vulci

I lost the battle 60 to 51. It was very close battle. We each broke other one's right flank

I believe it's actually advancing into the hex of Vulci itself.

Roman 1st army retreat before battle to Tarquinni.
Rolled 3 +1 =4 . Reduced status to disarrayed.
Is it over to us for our 4th operation?

After rereading batle rule, you have to decide if you advance to hex I retreated from.
