I'm sorry but I'm not sure what you mean by "all units". If you mean every unit icon that has ever been made for PC, then the answer is no. But if you're looking for icons to use in your own personal mod, then I would suggest downloading PAKMod. It has hundreds of icons including many new & original units. There are, of course, many others mods that also have significant resources that are worth looking into. I think most are willing to share; just be kind enough to give them credit if you decide to go public with your mod.
