The mod, if HBalck ever gets around to actually release it, can be played by anyone, but HBalck doesn't want any other modders to make use of his stuff like terrain and new units - at least if I understood the situation correctly.

Since the first post STILL announces the (delayed) release for the 4th of October 2011, I wouldn't hold my breath, though.

As i understand him, he only wants some quality standards and/or historical accuracy standards to be met.
If that occurs, he said he's willing to share.
