Is there a way to set up a strictly recon aircraft in game? Or would it just involve maybe creating a tactical bomber with little or no attack values and good spotting range? Has anyone created a mod with strictly recon planes?

In PzC (or maybe AC), there is a Westland Lysander that is used as a recon aircraft only. Check the equipment dat file.

Yes, also the Avro Anson is a recon plane in AC. If you remove the word "nopurchase" in the line in the equipment file, you will see them in your purchase screen and can buy them. If you make new recon air units yourself don't forget to give them "reconmovement". Than they can scout and run away, otherwise they will be destroyed quickly.

Not really a plane, more like an airship. In WWI, I have the recon-only "Zeppelin" and "Airship". (One for Germany, other for France)
