Two can play at the city diplomacy game:
Vulci is entirely unpersuaded by the influence of the Roman army and votes overwhelmingly (DR 10) for neutrality.
Over to Etruscans.

Vulci is in fact friendly for the romans with a d10 roll, I guess that kind of makes up for your armies losing cohesion when trying to retreat before or after battle. Very unfortunate for us, we will give our answer.

Etruscan side tried to take back the city of Vulci.
Roll is 3 => 3 + 4 (momentum) +1 (friendly army next to the city) + 1 (friendly city connected via road) -1 (hostile city connected via road) = 8 => The city of Vulci becomes neutral.

City of Vulci turned to Neutral during Roman side.
In Etruscan turn it turned to be friendly to Etruscan side.

Roman diplomacy failed (rolled 2). Vulci is still friendly to Etruscan side.

But a dice roll of 10 always results in a positive outcome and will change the status of a hostile or neutral city to friendly. Chris rolled a 10, the city switched to roman control on that turn, then neutral on ours since we didn't get a dice roll with the modifiers to the sum of 12 or above. I would love for it to be as you say in this situation, but it isn't.

12+ or a natural 10 make the "allegiance" of the City moves by +2.
If Hostile is -1, Neutral is 0 and Friendly is +1, so a natural ten is -1 + 2 = +1, so Friendly !

Year 2 - Operation 7 - Etruscans - Faction Diplomacy
We invite our beloved hill tribes to join us to feast on the way to Rome.
- roll 1 - automatic failure.
Somehow, the Etruscan ambassador managed to die on the way, leaving a wife, children,
and a dodecapolis (minus one) prey to grief.
