Well I've finally remembered to right click and take a screenshot at the same time.
This happens quite often. The general was never re-assigned and could not be transferred before he moved.

Its turn 1. Did you just exit army selection and deployment as side B?

Yup!

If you are side B and you moved the general to another unit during deployment, that counts as in the same turn as your first turn.

If that is the case then it is not always doing that. This is another game where I am still side B and I have assigned generals as in the game before and yet now I can reassign my general in the first turn.
What appears to be happening but I will need to confirm is that only generals that are added during setup and are not preassigned can then be reassigned during turn 1.

You should try adding a general during setup, then moving that general around while still in setup, to see if you can then reassign during turn 1. For science!
