The logic I used in making this ruling last week was to apply the situation to a single BG that had it's movement decreased by terrain.
I felt that a BG could take the shift even if its movement was reduced and it had moved the full move under those circumstances.
I then applied the same proccess to a battle line.

Although CG disagreed he gratiously accepted my ruling and moved on from there.

Don't get him started about his brilliant step forward into a light horse unit. LOL
