Problem solved by purchasing another copy of Red Star the third !!! via Steam The other two were for the standalone versions that failed.

Red Star is a DLC. You just need Order of Battle WWII (FREE) to play the DLC Red Star. Order of Battle WWII is the base game which is TOTALLY FREE. After you can buy different DLCs (Winter War, Red Star...).
If you want to play Order of Battle: Red Star, you will need that :
