According to internal chatter, the trait's gonna be reset the way it worked before with the next patch.
It was believed to cause AI issues.

Unfortunately, this modification was introduced before 7.1.4 (or with) - I've just tested this version, so the only solution is new patch

Are you playing with differents versions of the game ?

I installed the game again without the latest patch
There were no changes in Sandstorm, so my Mod works with versions 7.1.4 and 7.1.6

The appropriate trait for the
Soviet Shtrafbats (Soviet penal battalions) :
-trait_70_title = No Retreat
-trait_70_descr = This unit will never retreat from an enemy attack.
Pursuant to Order No. 227, any attempt to retreat without orders, or even a failure to advance was punished by barrier troops ('zagraditel'nye otriady') or "anti-retreat" detachments of the Soviet special organization known as SMERSH (Smert shpionam), Russian for "Death to spies". SMERSH units were used to shoot retreating men serving in penal units should the latter commence a retreat after failing either to advance to secure an objective, or to stop a German attack via counter-attack. As a result, with nowhere else to go, the penal battalions usually advanced in a frenzy, running forwards until they were killed by enemy minefields, artillery, or heavy machine-gun fire. If the men survived and occupied their objective, they were rounded up and used again in the next assault. In some cases, shtrafniks performed their duty very well even though there were no barrier troops blocking the unit's rear.

Regarding the 'Unreliable' trait, I found it to be a little too powerful so I'm not sorry to see it's gone, however if the devs are going to bring it back in a future patch I hope they'll make it a little
less powerful.
I first ran across it a year ago in stock scenario Panzerkrieg > Operation Star when I bought some Tiger H's and they kept breaking down (efficiency oranging out) all the time like the two in the screengrab below and were virtually useless.
Question- maybe it was the snow that was making them lose efficiency faster than normal?

Yes, I suppose - snow, bridges nad hard terrain should increase this trait
Regarding the reactivation of the "Unreliable" trait, I would prefer not to change anything, or the devs should introduce the possibility of editing the "strength" of a given trait.
Everyone should have the opportunity to play as he likes
