You have already noticed that Helsinki has a chevron.
This is innovation, which means that in this city you can upgrade and purchase units.
Such cities with chevrons are Tobruk, Tripoli and Alexandria in Africa. And also two cities in Italy.
In addition, the upgrade and purchase is available in major German cities with a cross sign. Also, there are two such cities in Siberia And one in London.
Therefore, in order to upgrade a unit, you need to bring it from the front to the rear. This is very logical.
North
The forward jaeger unit approached Petrozavodsk.
The defense of Leningrad has strong artillery support and the Finnish units will block the city from the north.
The recon occupied the airfield near Tallinn.

In accordance with the plan of Barbarossa,
most of the Army Group North, moving through the Rzhev direction to Moscow.
Army Group Center bypasses Smolensk south.
The recon unit ran into an ambush with an AT unit and was almost destroyed.
We must be careful!
Intelligence shows that Russian forces are concentrated on the Smolensk direction, but north and south the way is clear.

Our troops are beginning to bypass Kiev south.
Uman is already in our hands and our units have already reached Kremenchuk.

Just for clarity/my understanding, does this innovation apply to the Axis only or also to the Allies, i.e. are the cities in Siberia for the Axis once they reach them or are they for the Soviets as they get most of their reinforcements from (east of) the Ural Mountains area? I guess they are for the Soviets, aren't they?
Also, what happens if/when such a city gets seized by the enemy, I guess the city will lose this function for the enemy then?

This hex similar to the usual city from the previous version. Other cities have lost the function of the upgrade and purchase.
And it affects both sides.
And of course this function will not be lost.
But the Allies can't buy units, but can only upgrade.

With the support of the Kriegsmarine, we are capturing the islands of Saaremaa.
On the Finnish front, the situation is unchanged.
The troops captured Pskov.
And our recon captured Narva.

Strategic air recon reports that Moscow looks insecure.
A little more and the infantry unit on the Rzhev direction will be destroyed
and then our brave troops will be able to triumphantly enter Moscow at the Riga station.
To the south, we go around the Smolensk defensive area and approach Bryansk.

Kremenchug is already in our hands, we begin preparations for the encirclement of the Soviet troops near Kiev.
But we do not stop - only Forward! Our troops have already reached Dnepropetrovsk and crossed over to the other side of the Dnieper.
The siege of Odessa is delayed.
We are transferring heavy artillery Karl Gerat to Odessa.

I think it's these:

Well I'll be jiggered I just learned something new about World War 2.
I love this most about this game, it forces me to learn more about my never ending fascination with World War 2

Strategically, I think the Germans had to take these islands otherwise they hadn't been able to control the central and northern Baltic Sea. It's maybe similar to Bornholm:

Its barrage balloon, it can protect one hex from air strikes. And also has a spot range = 3. The same is in Leningrad.
He appeared with my old version
Russia at War mod.
And it's good that McGuba also added it to BE mod.
Of course, I think there is much to improve the characteristics of the barrage balloon. The game showed it. I hope this will be done in the next version.

Sure, otherwise the Axis player would not have any chance. Playing against a human opponent is of course much harder than playing against the silly AI. Thus I used the "easy" version of the scenario as a starting point when making the multiplayer version which has much less Allied units. But later it changed a lot and now the difference is not so big.
And by the way, is this a recon OR a barrage balloon above Moscow airport? Nice!
Barrage balloon, idea borrowed from Intenso's excellent Russia at War mod. But during this test play we realised a big problem with it: if its base airfield is captured by the Germans it just keeps floating until destroyed as it does not use fuel (it can move one hex per turn so that the player can redeploy it over the city if needed). Currently we are somewhere around turn 65 and one of his barrage ballons is still happily floating behind my frontline as I never really had the free resources (AA gun) to shoot it down. So in the next version it will use some fuel and thus if its airbase is captured it will soon fall down.

I just read the UK used them above London (as well) and even blocked/destroyed V-1s with them?
