The few recon units in the official scenarios are class 7 (tac bombers) though there's no reason why they shouldn't be strategic bomber class.
I'd be thiking base 3 spot or maybe 4, no SA or HA or NA, either no AA or passive AA, higher speed and fuel than an equivalent armed plane, recon move, increase AD by 3 to 5 points to reflect the higher speed and the fact that they are supposed to avoid combat and AA positions, and probably GD because they would be faster and higher than most combat aircraft..They'd be pretty useful esepcially with 4 spot, so not too cheap.
While I'd agree an evasion chance would be nice, that would need dev input. It's probably good enough to boost GD/AD.
