You should save this "bonus" only for the secondary objectives (secondary objective are complicated to create). But a primary objective can also be a secondary objective if you add a condition.
I see that all the Primary Victory Points are on the Hill (I do not see the top of the map).
If all the primary objectives are on the hill, you could create a secondary objective "Capture a primary VP on the hill in 5 turns" with Objective award = commander ?

Do you know how to make to the maximum strength per unit is not 10 but for example 5!!

Previous 2 heavy artilleries would have been able to make a good secondary objective :"Destroy the 2 heavy artillery support"->Award = Specialisation Point ?
