It seems a lot like morale... Except if you are saying that it influences the hit probability which i doubt but still... only the devs knows

Bro, the word you're looking for is "cohesion". Cohort is the word for the sub-units that the legions were organised into after the Marian reforms, 10 cohorts to a legion.
Cohesion is a complex topic, I grant you.

Wait, veterans > praetorians ?!? Either some levels are involved or something is really wrong.

you didn't know?!!! veterans concuss make them extremely valuable and more than capable of competing against praetorain once upgraded ( don't forget a P is worth more than twice as much which means you ca upgrade your veteran as much as you want it is still expensive than a pratorian and more powerfull

Yes, but you must understand. Never, in any game, NEVER! may one unit be so incredibly outclassed by a unit wworse than it. A unit, may I point out, that does everything a praetorian does (get killed by archers at range, slaughter everything in melee), only better (less losses to archers, more kills in melee) and less expensively. That is bad balance.

Actually, Praetorians are nasty enough to outfight veterans in close combat. However, they arent nearly as good for the cost. A fully upgraded veteran does kick praetorian ass, though, which is why we asked for a patch fixing this. For now? I use armies without veterans when playing against the romans, either that or I just play as romans.
