How do I change the unit values? I see there is a units text file and a unitsB text and a unitsB csv file. Do I have to change both the units and unitsB files and then create a csv?

Editing the units.txt is enough.
Best to backup before of course. Or even setting up a small mod for changed unit data so you can easily choose between original and customized.

Played the scenario again after changing all the strategic bombers in the game on both sides to have no more than a 1 against small ships and 2 against large and it seemed a far better game - nothing weird happened. Also dropped all strengths a little v fighters - the combat outcomes were far more historically accurate. Dropped the cost of the strategic bombers a little as well.

Just played the Midway scenario. A couple of observations. The AI seems too interested in recon planes. When I was attacking her carriers the AI was attacking recon planes with fighters a few hexes away. Also it seems you can drag cruisers away from their destroyer escort with recon planes allowing me to attack each separately. It also occurred to me that I would be better off disbanding, or having badly damaged aircraft destroyed, when they are distant from an airbase and then immediately rebuilding rather then losing the time to fly them all the way back and repairing them. Maybe air supply should be reduced for a few turns after an aircraft is lost to prevent this being a viable strategy?
