As I have mentioned, new air ranges have a significant influence in early axis air campaigns. It's not only that you now are able to use all your Luftwaffe air units in Poland campaign on the first turn but also later in Case Yelow, if you position your tacs on the correct locations you don't need to rebase those units this meaning that air support is continuous and not interrupted by relocation of tacs.
That regarding air ranges. About changes in xp my guess is that the tweak made has been on the right direction. Now, after the fall of France there's not that many Wehrmacht units reaching xp level 1 by that date. This is easy to see (red number on the top left of the counter indicates xp level reached) if we compare this AAR with the one played 8 months ago with 3.10:

Denmark and Norway were DOWed and both surrendered to Germany this turn. Blitz over London continues.
Middle East. Commonwealth forces are positioned for Syrian campaign that will start on the next turn.

London's production was downed to 1 due to Luftwaffe bombings. Air combats won by RAF (2:1). Romania joined the Axis.
