I think that Slitherine shouldn't drop everything for an orcish arena. their forte so far has been Rome/Greek kinda times, and I think they should at least get through Legion II.
If they want to support this, what could be done is releasing modding tools, but user-friendliness could seriously prohibit this.

Why don't they just release the tools as they are, and people interested in that sort of thing can pick through them and try to get the hang of it. If Slitherine people can do it, i don't see why other people can't with a little time and patience.

It's combination of things
- the tools are totally non-user friendly, and we don't want to have to spend time supporting them that we could spend doing cool stuff for you guys
Seriously, they have evolved in a very painful way!
- the things you could actually do without new code and features are very limited
Having said that, improving modability is definitely something on our list
