Well in many rules that I've seen authors seem to be carried away and elephants end up being far too powerful, at least if we consider what we know of different historical battles.
In these rules I see elephants as a very good weapon, good against some troops ( armoured infantry - since you deny them their armour advtg. - or cavalry since they get disorganized when fighting elephants - plus the other factors mentioned before ) and not so powerful against lighter troops. Also although they get the extra + 1 on death rolls; since they are a two base unit ( eliminated when loosing one base -- although we should not forget that each base counts as two for the hits er base modifiers) they tend to be a bit fragile.
Yes other things like run amok etc could have been represented but when I've seen other rules try this it never ends up convincing me, maybe this fragility mentioned above is enough to represent this aspect.
In summary I like very much the way these rules treat elephants, as an owner of both armies with and armies without elephants I like this balance approach to elephants.

Pyrrho's army in FOG is quite a fun army to play with so I don't think I would see most of his fans dissapointed by this system.
