I use wine cork mentioned above, sliced like your broom handle, figures stuck on with a dab of whiteglue.

It has the additional advantage I can excuse drinking a steady supply of wine, although the supply side
seems to be coming out on top

For 15mm and smaller I use craft sticks with either blutack or PVA to keep the figures on. The craft sticks are cheap and reusable. I've got multi coloured ones so I tend to group units by the colour of the craft stick.
