Tim,
If it is going to be the TYW then I feel there are two options.
1. Before the French enter the war.
2. After the French enter the war.

1618-1634 and 1635-1648 roughly

I'll repeat what I said previously about a possible TYW theme:
"The early part of the TYW doesn't seem to get much of a look in - from the start of the war until the Dane's have to withdraw so 1618-1629. Catholic list may be too much of an obvious choice though, but perhaps some restrictions like Richard's Godendag ones would help on that score?"
FWIW I think it'd be nice to have one where the TYW French weren't such an obvious choice (so pre-1643 in some form or other).

Ok, based on the thoughts to date, here's a suggestion:
Bohemia to Breitenfeld (The early Thirty years War and associated conflict in Europe from the Bohemian Revolt in 1618 to the first Battle of Breitenfeld, 1631).
Permitted Armies:
Wars of Religion
Later Eighty Years War Dutch, Later Imperial Spanish, Early 17th Century French, Thirty Years War Danish, Early Thirty Years War German Protestant, Early Thirty Years War German Catholic, Hungarian Transylvanian, Early Caroline English (“Only in Ireland” options not permitted), Early Thirty Years War Swedish.
Clash of Empires
Polish-Lithuanian Commonwealth, Later Ottoman Turkish, Early Gustavan Swedish
Only options valid between 1618 and 1631 are allowed. Allied contingents from armies not on this list are not allowed.
Armies must contain:
At least as many BGs of Average or Poor battle troops as there are Superior or Elite BGs for both Foot and Mounted categories. Artillery and Commanded Shot are not included for the purposes of this calculation.
At least 3 BGs of mounted battle troops.
At least 6 bases of Foot Battle troops (in BGs of 6 or greater) per base of Artillery.

Can we say that Heavy artillery must be the first BG down followed by Medium asat Burton

I like it, although
- do we really need teh Superior/average ratio ? With some players playing 25mm it might be a bit overly-restrictive ?
- I always have my own personal hobby-horse that the Ottomans should be allowed to count Mob towards the foot/guns (and maybe also superior/average) ratios as that's a historical way to encourage a Mob-heavy Ottoman army (and they are hamstrung by the ratios of sup/average cavalry in the list quite enough already)

There are some well-rehearsed rules-author and playtest arguments that is is NOT a good idea, but it would be useful to get feedback from Burton as the world (and the "meta" of FoGR) may have moved on since then. Bearing that in mind, I'd be inclined to leave it as per the rules for now, and review and discuss after Burton for future events.

The idea of incorporating Superior/Average ratios was to encourage people to look beyond the obvious armies. Given that this would be the period for which most people have armies I don't see it being too restrictive. I think there's a reasonably widely held view that some of the lists are too permissive and allow people to cherry-pick the best of an army, whilst others (like the Ottomans) have restrictions that make them less viable in comparison.
Mob are Battle Troops, so I see no reason why they would not contribute towards the foot/gun ratio and the Average/Superior ratio.
Like Tim, I'm skeptical of the need to deploy guns first and I'm looking forward to seeing how it works out at Burton.

FWIW if I were rewriting the lists now I would be very tempted to include more Ottoman style quality restrictions.
Also I like Kevin's suggested theme

Nigel,
I thought that Simon had taught you at Godendag take a good army not necessarily one you like.

6. The tables we can hire are 6, so combining them to 8s messes up the rest of the room layout

Are we gong to use 40mm MUs for movement/shooting for the Big Toys this year? If so we need to be clear on deployment areas and terrain sizes.

That's fine... Just so I can plan my army for 6ft breath or 8ft breath
