I don't know what to suggest. The behaviour you describe is almost always caused by IAP being disabled, or not being connected to the internet. I tested here with the clean version from the app store and got started with the purchase process without issue.

I've tried everything to no avail
guess I'll have to buy the expansions for 10$ each

So it appears to work correctly if you attempt to purchase an expansion?! That is very very bizarre indeed.
Is your iPad set up as being on the US App Store?
