Only in the beta lists, not in the final ones.

As Richard says - The final ones have addressed this problem..... One of the many changes that came out of the extensive play-testing.

Long time no answer - also interested in how this last list is viewed.
As to who the Ch'in were - they were the outside "not quite Chinese" kingdom. Sort of the way the Greeks looked at Macedon. They had a major problem with steppe nomads on one border, and Chinese on the other. They took the best of both, developed a totalitarian government and universal conscription and ended up conquering all China - the king who managed it is the one buried in that tomb. The "First Emporer" of All Under Heaven. All the above is extremely simplified, of course!

By this you mean they are Mobs of 8. Correct? Not that they have been done away with entirely?

Rulebook ordered and on way - once I have it I'll get more detailed in trying to come up with a list. Main reason for this post - levies or hastily armed peasants.
This is a sterotype that is not justified if the list is for the Ch'in. They had universal conscription, and when an army was raised it was the reservists - those who had fulfilled their initial obligation and returned home - that were raised. All arms and armor was the property of the state, manufactured in government arsenals to a standard pattern and marked so. You may argue that at the beginning of a campaign some of them were poor, but the majority would be average, drilled troops. The standing units would be the superior units. The vast majority of the foot would be in mixed units of HF "halbard" units ( the ge or ji depending on exact time in era) and MF crossbow. Generals would be in Hch, with a small unit consisting of them armed with crossbow and ji for exploitation. CV are mainly ji/sword, with a proportion of crossbow/sword. The designation of lancer would not fit, as that style of cavalry was not used. It appears that the cavalry was only used to finish off disrupted enemy, or to hit in flank or rear - not frontal charges.
Some of the other Warring States armies may have had levies - but as the period went on this was less and less useful, as all the states raised large armies and kept them in the field for extended periods.
Some of the formations used by the Ch'in are illustrated here:

Well I have read all the posts on projected Chinese lists and as I have had my Army 15 years and want it based to FOG and table ready I have based all my Picked/Close and Impressed troops front and rear ranks to MF, Just watch it all change when the list comes out
