The Soviets use broad gauge for their rail network while most other countries use standard gauge. So Soviet trains couldn't use the standard gauge rail network. And vice versa.
This is why we have rail conversion going on in Russia when the Germans advance eastwards.
Persia is considered to be UK controlled so if Russia liberates territory there then it's supposed to be given back to UK control. That means not converting the Persian rail hexes to broad gauge.
Russia will convert Axis core controlled hexes to broad gauge when capturing these hexes, but they won't convert Allied core controlled hexes.

So the new (3.x) rail gauge rules only affect rail movement, NOT supply?
