When there are no enemy capable of shooting at them, unreformed infantry without a skirmisher attachment, but with an artillery attachment, get 2 dice at a single target within medium range (i.e. 0+2 for the attachment). They lose no dice for cavalry as normal. If they have no attachments at all they cannot shoot at medium range except against enemy infantry that are capable of firing at them. It is my understanding that in this case they are assumed to be firing at the skirmishers that have been pushed forward.

I gather that from what has been said so far that it is assumed that skirmishers of some sort are doing the actual shooting, so even unreformed troops get to kick a few brave boys out to take a pot shot at the enemy, at least the enemy that started shooting at them any way. Guess if they don't shoot at you, you don't want to attract attention to yourself until they get real close

Are we saying that if the unit outside of the building chooses not to deploy the skirmishers and not shoot at medium range then the un reformed unit can still shoot just because the unit outside has the capability.

watch your facings when you get within medium range to a building, if you are facing it then you "could" shoot at it and can be shot at by the defenders.
Keep in mind that you can draw the defenders fire by shooting at it with a unit, they have to shoot at that one, then attempt to sneak up on the building or by it with a different unit, if you can keep it out of your front arc you won't get shot at.

This is correct.
Defenders do not push skirmisher outside the buildings they are firing at enemy skirmishers coming within range.
The only exception to this is if there are no enemy INFANTRY capable of firing at the buildings (i.e. no enemy skirmishers being pushed forwards).
The defenders can then fire at any one enemy units within their NORMAL range. This means that an unreformed unit with no attachments cannot fire at medium range at any target.
