Every ground unit attacking minefield will lose one strength point. Same happens when unit is ambushed by minefield. If pioniere is ambushed by minefield it will return only one point damage to it but kill all its strength points when initiating attack on its own. Units like capital ships, artillery and infantry can inflict some damage to minefield depending on stats all other units will inflict only one strength damage (and receive only one strength casualty in return). Air units do not receive casualties in return of course but air units also should not be able to spot mines. In my last tests when you spot mine for first time it should stay on map regardless is it in FoW or not.

What I was intending to say was that one strength point is lost for all unit types, including Pionere, whom you might think were equipped to deal with them.

How about giving artillery units high stats against minefields, as they might have sappers & bomb disposal personnel?

AFAIK it's only if the unit is a pionere.
I believe other units that try to clear (parts of) a minefield will also lose one SP.

Is getting ambushed by mines a feature not implemented yet? Seems to me whenever I run into mines my units just halt without taking damage.

I've tested several scenarios, and no damage seems to be incurring. Galaza Line is a good test candidate.

Good, When you changed mines in Beta 3 I thought that was a new feature.

Good to see mines play a more valuable part.
