The closest you are going to get to an explanation from the authors is this post:

I remember reading somewhere that they don't want contractions in a restricted area because they don't want the restricted BG to be able to contract a flank and thereby move out of range of a potential flank charge. Since they don't say you can't contract outside of an RA, it is allowed. As for contracting and then moving into an RA, as Graham said, it is allowed. Look at page 41 ADVANCES: "Some moves from other sections are permitted to include an advance."
