I'm happy, if I can help. I also get/got many support from 'seniored' scenario masters. :)

2., Horse transport. Don't forget, that this influences also the balance of the scn-s, so maybe after-adjustments are needed?
6., Sure, it is good. :)

Rommel is one of the extra difficulties. If you made a DV at the USA West Coast (Vanila campaign) - or typed the cheat for it... :) - you get three extra levels. Rommel: all prestige, what you get/earn, will be reduced by 50%. Manstein: all enemy units starts at least from power of 15. Guderian: you have fewer turns to make victories.

Gift units. I don't like the SE units system, because the player get extra units on random bases, plus in my opinion, this can also effect strong the balance of the scenarios. Therefore I prefer that no SE units are allowed. But at certain scenarios, if the player made a DV, he get in the beginning of the next scn a special unit. This can be a normal, a prototype, a captured, or a unique unit, from which were only limited produced historically (for example from the Italian 210 mm Howitzer), which cannot be purchased, but if the player have done well, he will be rewarded with it. To get it in the campaign, you must put the "gift-unit" on a hex, where do you want it to appear. Leave it as core. Set the trigger to appear the unit in the first turn. Than, after the deployment phase, the unit will appear and the player will happy to have one extra unit. :) (It is useful to inform the player about it in the briefing.)
Oh yes, not to forget!
You have make two versions of the scn, where the extra unit appear. One with the extra unit and one without it and set it in the campaign tree, that if the player made a MV, he goes on for example on Lipovets, when he made a DV, he goes on Lipovets_extra. Plus don't forget to raise the maximum core number in both causes with one (for the extra unit).
I hope, it was understable. :) When not, ask freely.

Another theme - prestige reward. It is of course subjective again, I can only write my experiences.
It is good, if the player get motivated to make a DV. With different campaign tree, extra units or rewarding him with more prestige. I think, 50 is not much. :) (In Rommel, it is only 25.) You can adjust this, if you set for example fewer objective hexes but giving more prestige, if the player made a DV.

are you using the 1.05b version? It is a must, that the changes in equipment file can take affect without restarting the whole campaign...
