I see your point. If you have 12 bases being shot at and only one of those bases are in command range, then if they are all in the one BG they will all get the benefit from a general being present. Whereas if they are six BGs of 2 bases each, then only one would get the +1 morale modifier.

I wanted to clafify though that command range is from the commanders base, not from the BG he is with.
