It's actually desired that islands should be able to be used as airbases. E. g. in Greece. No land unit would go there because there is no port to leave the area from.

Islands have always been areas you can use as airbases. You've always been able to use empty hexes that was liberated by partisans as airbases too so you could e. g. fly from England to North Africa via France. It's the latter we want to get rid of. Building an airbase would take some time and you need some kind of supplies. An inland hex in e. g. France can't support an airbase. An island in friendly territory certainly could.

I think the biggest issue we had was that e. g. Allied bombers could fly to partisan liberated hexes in Yugoslavia and bombard Ploesti. It would take some time for Axis units to get to the airbase and then the air unit could flee the area. That was a no brainer.

The alternative would be to place airfields in island hexes we want to operate as airfields and not allow airbases in hexes with lower that supply level 3 unless the're airfields. The problem with that is that airfields can't be captured except by paras. Now air units can land on any empty island hex regardless of owner.

This is what I suggest. Pt 1 refers to islands regardless if they have airfield or not.
