Sandstorms are a problem but a recon vehicle can still sneak around and pick a less dangerous path if you are in a hurry. Also, if you have a spotting hero infantry and can convert them to cavalry or motorbike so they have 4 spotting, they can still see 2 hexes in rain, snow and sandstorm. Otherwise, sit still and refuel. Incidentally, while cavalry are a bit weak, they never run out of fuel and retain move 5 so and are surprisingly useful in desert and snow. This is also worth remembering in 44 and 45 East where it seems to be permanently snowing - if you have horse transport enabled, it can be very useful for hauling lighter guns since they are faster and fuel is never an issue.

Horse transport is in the equipment file but has a # which means it isn't active.
You have to modify the equipment file by deleting the # (it's item 470 or 475) to enable it.
If not confident editing files (which can cause problems if you make a mistake), there are some very good guides in the scenario design forum - mainly quite early on when everyone was learning (2013 to 2015ish), so maybe start at the end and work back.
Otherwise, you could download Nikkivdd's modified equipment files. These have some extra units and a few tweaks (mostly to correct oversights and errors) and include horse transport. They can be enabled with Generic Mod Enabler, which is a bit less risky than fiddling with files when not sure what you're doing.
No matter what skill at editing, making a backup file is always a good idea.
