Not in a campaign you can not. I`ve tried it myself and also asked about it on the forums here:

The only units you can buy during a campaign are the core units. The auxiliary units can`t be replaced and all non german units are auxiliary units.
In PG as I remember you could buy non german units during the campaign even if you could not take them along with you. In PG2 you could both buy non-german units and take them along with you. I had spanish, finnish, italian and romanian troops in America for example.

The core nation is determined in the campaign.pzdat file. If a scenario is set up for it you can buy auxiliary units of another nation but they do not continue into the next scenario.

I would have prefered to show smth with Dragos' units but i took Slovak units instead.

I should have been more elaborate with my previous statement. Sorry to Dragos that i am posting this in his thread since it could be considered off-topic.
I am aware that you can only purchase units from the lead nation. But if you cannot break the rule, why not attempt to bend or circumvent it.
The only disadvantage is that you can only upgrade them to German units, but still this is better than nothing.

Just pre-place them in a scenario and add a time trigger (if it is not a standalone scenario or the first scenario of a campaign). Also i think, but it requires further testing, you need to add the nation in the list of nations that participate in the scenario. And like i said, it is better than nothing.

Yes that can be done but it's designer cheating! :) it's better than nothing but it's not the carte Blanche that is being asked for I think.

Progress so far:
Unit stats ~90% complete
Unit graphics ~40% complete

All stats and cost have been carefully set by comparing with the rest of the units in the stock equipment file and trying to respect the actual historical performance. Guaranteeing no artificial inflation of stats by national pride! :D (Eg. the Bf 109G is better than any IAR-80 and the Romanian Pioneers have the lowest overall stats of all existing combat engineers in the equipment file). However, since all Romanian campaigns should be very difficult and scarce in prestige, the original Romanian equipment should present a real choice over the foreign equipment for being cheaper.

What about the Bristol Blenheim MK I, the PZL 11(b, c and f) and the Messerschmitt Bf 110 C? Also, shouldn`t there be an upgraded version of the infantry/cavalry/mountain troops? There was a reorganization/retraining and re-equipment at the end of 1941 and then a second one in the autumn of 1942, plus the program to buy german equipment from the automn of 1943. I`m mentioning this because other factions have a 1943 version and I think there are grounds for a similar thing concerning the Romanian units to reflect such things(among others) as the MG 34 md. 1934(7,92 mm) and the Panzerfaust.

There`s already a mountain troops unit in PzC. I suppose that`s why dragos didn`t mention it.
Romanian Paratroopers
By October 1943 only 215 paratroopers were fully trained and by February 1945 when the unit was disbanded there were just 1300 of them. While they did a good job engaging the Germans after 23 August 1944 I`m not sure there`s much point to include such a specialized unit(by the game` standards) given it`s apparent lack of historical use in that capacity. However, things could change if you add some what if scenarios that go into 1945 without Romania being overrun by the soviets.
