I also fear that the changes proposed will again change the game significantly and we already had so many changes. From my point of view the playbalance is quite good after all.
The changes we've proposed are not set in stone. That's why we will test a few games. All the changes in Russia can be altered with settings in general.txt so we can always tune the values a bit if we feel the effect is not what we wanted. This is one reason we only test in the beta group and not publish GS v2.01.10 to the public.
What we do is that we respond to a possible game balance issue and then check how the changes work. We make an analysis afterwards and decide only then which changes will stay and which will be reversed.
Remember that we have a common goal to make the game balanced so both sides have a fair chance. What we want to see is the following.
1. Germany can attack hard in Russia in 1941 and get deep into Russia
2. Russia can launch an limited counter offensive in the 1941 winter to regain some ground and inflict some casualties.
3. Germany can make a strong, but limited, offensive in 1942 and push the Russians hard
4. Russia can recover in the winter 1942 to launch some kind of offensive.
5. Both sides should be about even in 1943 so the most clever player can gain ground. If the Germans become too aggressive then Russia should take the initiative and keep it.
6. Russia should be storming towards Berlin in 1944 from positions somewhere in Russia
