I was under the impression the core game engine will only award up to 3 special elite units, in other words, that you only get a shot at those 30% if you currently have 2 SE units or less.

However, some scenarios reward you with bonus units that are special elite. These bonus units are added to your core with no regard for any such limit!

For instance, if you're lucky enough to have gotten all three bonus SE units during the first four missions of Afrika Corps, you can actually see five (5) SE units for your free use during the entire remainder of that campaign. This is so because by fulfilling certain conditions, you can gain two SE units during the Dash to the Wire scenario. (All five then works like you'd expect: you have +5 units to deploy above and beyond the limits on core size)

Not all campaigns are limited to 3 SE units - I think the Grand Campaign 45 East allows 7 or 8. Any modded scenarios can also have different values.

If I remember correctly 3 SE units is the limit for the original vanilla campaign.

Afrika Korps, Allied Corps and the Grand Campaign have diferent limits.

My point is that SE units added as a reward by a scenario seems to be handled completely separately from the limits of what the game engine gives you "spontaneously" (as per the 30% chance mentioned).

I mean, I see no evidence the game interferes with scenario design (for instance, by checking if you already have your full limit of SE units, and then does not place any SE units on the map, even when they are placed there in the scenario editor).

I guess the best way to illustrate this would be to imagine a (very flawed ;) ) scenario where the designer added 50 SE core units to be given to the player on, say, turn 3 of the scenario. I would be very surprised if the game did not simply put those fifty units on the map, and that they all would come along to the next scenario of the campaign, where they would all be deployable as bonus SE units... (limited by deployment hexes of course)

You are correct. The SE limit is for units given randomly at the deployment phase.
The ones given during scenarios do not count for this limit.
