I would argue that shooting is continuous whilst the shooters are in place to shoot. You just adjudicate it in the shooting phase.

Your argument would make game play much more difficult in lots of places.

That's easy - find a spot where a road runs parallel with but at some distance from a river, and there is little chance of any difficult places cropping up in the vicinity.

Ok. So a router bisects the angle taking account what applies for the relevant phase:

Breaking from failing CMT when charged while fragmented during impact phase: bisect angle between all chargers and close combat opponents (if applicable).

Breaking from shooting during the shooting phase: bisect angle between all shooters.

Breaking from combat during impact phase or melee phase: bisect the angle between all close combat opponents.

That's a pretty good summary and certainly how I've always understood it. The only thing you could add is that a BG that breaks from shooting could also be in close combat - so that would also bisect the angle too.
