I've added 2 and sent the code to Ronnie and Paul to distribute.
The reason for selecting 2 is to show some kind of chaos in Britain when London falls. That would have been a major blow to the British morale and people might think they would lose the war.
So they can still place reinforcements, but supply has dropped to max 3.
Another reason for doing this is to limit the influence on the already existing game balance. With the supply loss then the Germans will have a big reason to capture London. With the possibility to place reinforcements then the Germans have a reason to push further into England and get at least to Liverpool before settling in.
Britain can't usually place a lot of units in 1940 due to poor economy, but it's not fun to have some reinforcements in the production pool only to be denied placing them because Germany got London earlier than anticipated. Now they can at least place the units in nearby cities if they want to, or place them in Canada.
