If you wanted to do this IMO it would be better to add the total Initiative value of the generals. So an IC +2 and +1 for each FC.

Why would you add any modifier for generals ? Moving first would not necessarily be an advantage. You could allow an IC to choose whether to take a +1 or -1 modifier each turn.
You could also give a +1 modifier to the side which won the initiative the previous turn, to reduce the number of turn flip-flops.

Because the original suggestion said the winner decides to go first or second.
