Not sure I'd agree with this, If I can include an ally at 700 then 600 should be workable unless the main army has very high minimums. Though arguably 'all or nothing' makes more sense, although the whole ally general is somewhat anomalous in fog, because he is essentially a command and no one else has such a structure.

If you do the "roll for all" then surely not for list minima, they would always turn up ?

In general this idea has a few issues though.

- It removes the option of having a terrain-driven list, something where you have designed the different lists for different terrain/opponents. Very historical.
- Divulging troops to your opponent affects flank marches and ambushes detrimentally.
- the luck element will likely mean someone ends up using an average of 850 while some poor soul gets 650 across 4 games
- As each unit is equally likely to turn up then surely it makes sense to buy a lot of cheap units rather than the 1 or 2 expensive ones?

Julian's idea might help deal with the extreme vagaries of luck (and the fact that your opponent always rolls 5's), or perhaps you could have some form of modifier - say if your first two units don't turn up, then you get +1 for the third, if they both do, you get -1 ...if the third doesn't either, +2, or even -2 if the first three all arrive...?

To be honest if your opponents always roll 5s you are going to lose anyway :)

That's not really the problem. My ability to roll 3's is more critical.
